“Controlled Substances” and “Narcotics” are simply terms used to describe a class of specific drugs and similar substances.

Health and Safety Code 11550 HS regulates the use of drugs. The use or being under the influence of a “controlled substance” obtained illegally leads to consequences.

This means that if you are responsible for driving under the influence of the drug and it is classified as a “controlled substance or narcotic,” you are likely also responsible under Health and Safety Code 11550, as it is a lesser degree for being “under the influence.”
